劾江寧布政使陳桂生、江蘇布政使常格催徵不力，並褫職。 He impeached Jiangning Administration Commissioner Chen Guisheng and Jiangsu Administration Commissioner Chang Ge for slack tax collection and stripped both of office.

既而疏劾百齡、師誠受關道鹽員饋銀，又劾陳桂生弊混，命大學士托津、尚書景安往按，至則百齡、師誠嗾屬員多方沮格，所劾並不得實。 He then memorialized that Bai Ling and Shicheng had accepted silver from customs and salt officials and again accused Chen Guisheng of mixed abuses. Grand Secretary Tuojin and Minister Jing An were sent to investigate; on arrival Bai Ling and Shicheng had their subordinates obstruct the inquiry at every turn, and none of the charges held.

百齡复劾彭齡沉湎於酒，事一委茅豫，文致陳桂生之罪，私拆批摺，挾怨誣參； Bai Ling impeached Pengling again for drowning himself in wine, leaving all business to Mao Yu, fabricating Chen Guisheng’s crimes, opening memorials privately, and lodging charges out of spite.
