至鋹尤愚，以謂群臣皆自有家室，顧子孫，不能盡忠，惟宦者親近可任，遂委其政於宦者龔澄樞、陳延壽等，至其群臣有欲用者，皆閹然後用。 Chang was still more foolish, thinking that ministers all had families of their own and looked to their descendants, and could not be wholly loyal — only eunuchs, being close at hand, could be trusted. He entrusted government to the eunuchs Gong Chengsu, Chen Yanshou, and the rest; whenever he wished to employ a minister, the man had to be castrated first.
