文宗憤和約之成出於不得已，或獻策許全免入口稅以市惠，冀改易駐京諸條，密授桂良等機宜。 Emperor Wenzong resented that the treaty had been forced on him. Some advisers suggested waiving all import duties as a concession to win revision of the legation clause, and the emperor secretly instructed Gui Liang accordingly.
