陛下有明德嘉道,愍世欲之靡薄,悼王道之不昭,故舉賢良方正之士,論議考問,將欲興仁誼之林德,明帝王之法制,建太平之道也。
Your Majesty has bright virtue and excellent ways, pities the thinness and decline of worldly desires, and grieves that the kingly way is not clearly manifest. Therefore you raise up worthy, good, upright men, discuss and question them, and intend thereby to flourish the forest-like virtue of humaneness and righteousness, clarify the laws and institutions of emperors and kings, and establish the road to great peace.
