孝宣帝下制曰：「潁川太守霸，以宣布詔令治民，道不拾遺，男女異路，獄中無重囚。 Emperor Xuan issued a decree saying, "The Governor of Yingchuan, Ba, by proclaiming imperial orders in governing the people, has brought it about that lost things are not picked up on the roads, the sexes walk on separate paths, and there are no serious prisoners in the jails.
