煬帝即位，征拜刑部尚書，仍持節巡省河北。 When Emperor Yang succeeded, he was summoned as minister of punishments and still held credentials to inspect Hebei.

弼既以才能著稱，曆職顯要，聲望甚重，物議時談，多見推許，帝頗忌之。 Bi's talent and capacity were renowned, and he held successive prominent posts. His reputation was very weighty, and public discussion often praised him. The emperor grew jealous.

時帝漸好聲色，尤勤遠略，弼謂高熲曰：「昔周天元好聲色而國亡，以今方之，不亦甚乎？」 At that time the emperor gradually favored music and women and was especially zealous in distant campaigns. Bi said to Gao Jiong, "In the past the Tianyuan Emperor of Zhou favored music and women and the state perished. Compared with today, is it not even worse?"
