隆安五年，梁中庸、房晷、田昂等推蒙遜為使持節、大都督、大將軍、涼州牧、張掖公，赦其境內，改元永安。 In the fifth year of Long'an, Liang Zhongyong, Fang Gui, Tian Ang, and others proclaimed Mengxun commissioner with full powers, grand commander, great general, governor of Liangzhou, and Duke of Zhangye, granted an amnesty within his domain, and adopted the era name Yong'an.

署從兄伏奴為鎮軍將軍、張掖太守、和平侯，弟挐為建忠將軍、都谷侯，田昂為鎮南將軍、西郡太守，臧莫孩為輔國將軍，房晷、梁中庸為左右長史，張騭、謝正禮為左右司馬。 He named his cousin Funu garrison general, governor of Zhangye, and marquis of Heping; his brother Nu general who establishes loyalty and marquis of Dugu; Tian Ang general who guards the south and governor of Xijun; Zang Mohai general who supports the state; Fang Gui and Liang Zhongyong chief clerks left and right; Zhang Zhi and Xie Zhengli majors of the left and right.

蒙遜納之，命征南姚艾、尚書左丞房晷撰朝堂制。 Mengxun agreed and told Yao Ai and Fang Gui to draft regulations for the court hall.
