帝以符習為鎮州節度使，烏震為趙州刺史，趙仁貞為深州刺史，李再豐為冀州刺史。 The Emperor made Fu Xi commissioner of Zhen, Wu Zhen prefect of Zhao, Zhao Renzhen prefect of Shen, and Li Zaifeng prefect of Ji.

鎮人請帝兼領本鎮，從之，乃以符習遙領天平軍節度使。 Zhen asked the Emperor to hold the circuit himself; he agreed and kept Fu Xi as titular commissioner of Tianping.
