高祖革命，遷尚書屯田員外郎、知制誥。 When Gaozu founded the dynasty, he was promoted to vice director of the Agricultural Colonies Bureau in the Ministry of Works and drafter of edicts.

承範溫厚寡言，善希人旨，桑維翰、李崧尤重之，嘗薦於高祖，雲可大用。 Wu Chengfan was gentle and sparing of words, adept at reading others' wishes. Sang Weihan and Li Song held him in special regard and once recommended him to Gaozu as fit for high office.
