時右僕射崔寧考兵部侍郎劉乃上下，宏駁曰：「夷荒靖難，專在節制，尺籍伍符，不校省司。 When Vice Director Cui Ning rated Liu Nai, vice minister of war, as merely average, Ban Hong objected: "Frontier pacification rests with the military commissioners; central ministries do not audit their muster rolls and unit rosters.
