於是慶親王奕劻等以天澤堂廉之辨，不能每事曲從。 Thereupon Prince Qing and others, mindful of the distinction between imperial majesty and the dignity of the hall, could not accede to every demand.

慶親王等侍左右，外部長官率亨利等自中門入，北鄉一鞠躬，行數武又一鞠躬，至龍柱前又一鞠躬。 Prince Qing and others attended at his sides; the chief of the foreign ministry led Prince Henry and the others in through the central gate; facing north, they bowed once, after several paces bowed again, and upon reaching the dragon pillars bowed once more.

然後奉國書進，慶親王降左階接受，陳玉案，亨利等又一鞠躬，帝頷首答之，操國語慰勞。 They then advanced to present their credentials; Prince Qing descended the left steps to receive them and placed them on the jade table; Prince Henry and the others bowed again, and the emperor nodded in reply and offered words of comfort in the national language.

慶親王跪案左聆玉音，降階，操漢語傳宣。 Prince Qing knelt at the left of the table to listen to the imperial words, then descended the steps and relayed the message in Chinese.

九月，慶親王奕劻等遵旨核議釐定官制，以「立憲國官制，立法、行政、司法三權並峙，各有專屬，相輔而行。 In the ninth month, Prince Qing Yikuang and his colleagues, acting on imperial orders, reviewed and settled the official system, observing that "in a constitutional state the legislative, executive, and judicial powers stand alongside one another, each with its proper domain, yet working in concert.

御史趙啟霖劾芝貴，因及慶親王奕劻子載振納賄漁色事，命大臣按驗所劾，稱無左證，褫啟霖職，而芝貴亦由是罷。 Censor Zhao Qilin impeached Zhigui and extended the charge to Prince Qing Yikuang's son Zai Zhen for bribery and debauchery. The court ordered senior ministers to investigate, who reported that there was no corroborating evidence, stripped Qilin of his post, and Zhigui was dismissed as well.

時奕劻握政柄，陝西巡撫恩壽與有連，總督升允劾其贓私，不報。 At the time Prince Qing Yikuang held political power. Shaanxi Governor Enshou was connected with him, and Governor-General Sheng Yun impeached Enshou for corruption, but the court took no action.

三十二年，入覲，面劾慶親王奕劻通賕賄，請月給銀三萬兩以養其廉。 In the thirty-second year he came to court and impeached Prince Qing Yikuang to his face for pervasive bribery, asking that he be given a monthly stipend of thirty thousand taels of silver to preserve his integrity.

又劾直隸總督袁世凱「權謀邁眾，城府阻深，能諂人又能用人，自得奕劻之助，其權威遂為我朝二百年來滿、漢疆臣所未有，引用私黨，佈滿要津。 He also impeached Zhili Governor-General Yuan Shikai: "His schemes surpass all others, his mind is deep and obstructive; he knows how to flatter and how to use men; with Yikuang's backing his authority exceeds anything a Manchu or Han frontier minister has held in our dynasty's two hundred years, and he fills key posts with his private faction.

奕劻、世凱若仍不悛，臣當隨時奏劾，以報天恩」。 If Yikuang and Shikai still do not repent, I shall memorialize impeachment whenever the occasion arises, to repay heaven's grace."
