宣和六年七月，宰臣王黼言： In the seventh month of the sixth year of Xuanhe, Chief Councillor Wang Fu reported:

詔以討論製造璣衡所為名，命黼總領，內侍梁師成副之。 An edict established the Bureau for Discussing and Manufacturing the Ji and Yuheng, placed Fu in overall charge, and made the inner attendant Liang Shicheng his deputy.
