Late in the Later Jin, the Khitans occupied the Central Plains. The Later Han founder raised his standard at Jinyang and soon recovered the heartland, but Changshan alone remained in Khitan hands. Rao, then in the commandery, joined Li Yun, Bai Zairong, and others in a sudden uprising that drove out the Khitan garrison.
