王廷湊本窺橫海，欲乘其隙取之，引軍來援。 Wang Tingcou had long eyed Heng-Hai and marched to Tongjie's aid, hoping to seize the circuit in the chaos.

是時，帝絕王廷湊朝貢，且討之，兵須夥繁，調發不時，始置供軍糧料使，以濟兩河，諸將又多張俘首以冒賞。 The emperor had cut off Wang Tingcou's tribute and was campaigning against him as well; troops were needed everywhere, supplies arrived late, and the court created the post of army-provisions commissioner for the two Hebei circuits—while generals inflated head counts to claim rewards.

祐攻拔德州，餘卒奔廷湊。 You captured Dezhou; the survivors fled to Wang Tingcou.
