王正見為安西節度，奏常清為四鎮支度營田副使、行軍司馬。 When Wang Zhengjian became commissioner of Anxi he had Changqing made deputy for disbursements and military colonies and campaigning major.

十一載，正見死，乃以常清為安西副大都護，攝御史中丞，持節充安西四鎮節度、經略、支度、營田副大使，知節度事。 In the eleventh year, when Zhengjian died, Changqing was made deputy grand protector of Anxi, acting censor-in-chief, and deputy commissioner of the Four Garrisons with full authority over the command.
