淮、揚、徐三府復水，斌條列蠲賑事宜，請發帑五萬，糴米湖廣，下俟詔下，即行諮請漕運總督徐旭齡、河道總督靳輔分賑淮安。 When Huai, Yang, and Xu flooded again, Bin laid out a relief plan: fifty thousand taels from the treasury and grain bought in Huguang, with Grain Transport Director Xu Xuling and River Director Jin Fu to distribute aid at Huai'an once the edict arrived.
