先是，前帥張彥澤在任苛虐，部民逃者五千餘戶，及下車，革前弊二十餘事，逃民歸復，賜詔褒美。 His predecessor Zhang Yanzhe had ruled with harsh cruelty, and more than five thousand households had fled the prefecture. When Zhou arrived he abolished more than twenty longstanding abuses, the refugees came back, and the court issued an edict commending his administration.
