殿 退
Gaozong, posthumously styled Emperor Tensho the Great Sage, Greatly Broad and Filial, bore the taboo name Zhi. He was Taizong's ninth son; his mother was Empress Wende the Shunsheng of the Zhangsun clan. In the sixth month of Zhenguan 2 he was born in the Lizheng Hall of the Eastern Palace. In the fifth year he was created Prince of Jin. In the seventh year he received the distant appointment as Military Governor of Bingzhou. As a boy he was sharp and steady, open-handed, benevolent, filial, and loyal to his kin. He first studied the Classic of Filial Piety under Master of Writing Xiao Deyan. Taizong asked, "What passage in this book matters most?" Deyan answered, "Filial piety begins with honoring one's parents, finds its center in serving one's lord, and ends in making a life of one's own. A gentleman serving his ruler, when in office, strives to give full loyalty; when out of office, weighs how to repair his faults—he furthers what is good in the ruler and rescues him from what is bad." Taizong was delighted and said, "Live by that, and you will be fit to serve father and brothers and to stand as a minister and son." When Empress Wende died, the Prince of Jin was nine; his mourning touched all who saw him. Taizong comforted him again and again, and from then on favored him above the rest. Soon after he was made General of the Right Martial Guard. In the seventeenth year Heir Apparent Chengqian was deposed and Prince of Wei Tai was disgraced and removed. Taizong consulted Zhangsun Wuji, Fang Xuanling, Li Ji, and others and set up the Prince of Jin as heir. Whenever Taizong held court he kept the heir at his side to watch the dispatch of ordinary business, or called him into counsel; Taizong often praised his judgment. In the eighteenth year, as Taizong prepared to attack Goguryeo, he left the heir to hold Dingzhou. When the day of departure was set, the heir wept for days and begged leave to use flying relays for health memorials and to receive edicts by the same route; Taizong granted both. The practice of urgent memorials by relay began here. When the army came back, the heir followed to Bingzhou. Taizong was then afflicted with a carbuncle; the heir sucked the wound himself and for days walked beside the carriage, steadying it. In the twenty-third year of Zhenguan, on jisi of the fifth month, Taizong died. On gengwu, Yu Zhining, minister of rites and junior tutor to the heir, Duke of Liyang, became chief minister; Zhang Xingcheng, junior steward of the heir and vice director on the left in the Masters of Writing, became concurrent chief minister and acting minister of justice; Gao Jifu, right aide to the heir, vice minister of personnel and acting minister of revenue, became concurrent director of the Secretariat and acting minister of personnel; Xu Jingzong, left aide to the heir and Baron of Gaoyang, was also named minister of rites. On xinwei the court returned to Chang'an.

On jiaxu, the new moon of the sixth month, the heir took the throne; he was twenty-two. He issued an edict: "The late emperor has suddenly forsaken all under Heaven; grief pierces the heart as though one stood in fire. In great filial piety I dare not take my own life, yet endless mourning and long lament—how shall I ever reach him again? Alone and slight, I have inherited the primal succession; I mean to stir my meager strength and bring peace to the people. In reverent renewal, looking up to the virtue of those before, let triumphant grace spread over the realm. Let there be a general amnesty throughout the realm. All civil and military officials at court and in the provinces receive one rank of merit office. Those eighty years of age and above receive gifts of grain and silk. Yongzhou and every prefecture lately crushed by army supply and corvée are granted a year's remission of tax and labor." On xinsi the Ministry of the People was renamed the Ministry of Revenue. Li Ji, governor of Die and Duke of Ying, was promoted to special advancement and made acting governor of Luozhou, with orders to remain and guard Luoyang Palace. On guiwei an edict named Zhangsun Wuji, minister of education, governor of Yangzhou, and Duke of Zhao, grand tutor and concurrent inspector-general of the Secretariat, in charge of Secretariat and Chancellery affairs; his other posts stood; he received three thousand bolts of goods. On guisi Li Ji, special advancement and Duke of Ying, was made grand master of splendid happiness with the same privileges as the three excellencies and a seat at confidential counsel.

On bingwu of the seventh autumn month the relevant offices asked to rename imperial secretary as censor-in-chief, prefectural administrators as marshals, vice-prefects as chief administrators, and ritual clerks as ceremonial attendants, to avoid the emperor's taboo name. Since under Zhenguan the late emperor's two name-characters had not been tabooed, he ordered the offices to report; they replied, "The late emperor's two names need not be partially tabooed by ritual. But Your Majesty bears a single name; ministers and subjects should not speak it aloud." The emperor accepted their view. On jiyou Fokan, king of Khotan, presented himself at court.

On guiyou, the new moon of the eighth month, the east of the River shook; Jin Prefecture suffered worst—houses fell and more than five thousand were crushed. Three days later the earth shook again. He sent envoys to comfort the people, granted two years' remission, and gave three bolts of silk for each person killed. Li Ji, grand master of splendid happiness and Duke of Ying, was appointed left vice director of the Masters of Writing with a seat at confidential counsel. From this time vice directors also bore the title "with confidential counsel." On gengyin Taizong was buried at Zhaoling.

On jiayin Prince Jing of Jing, governor of Bin, was further named minister of education; Prince Ke of Wu, former governor of An, became minister of works and governor of Liang. On bingyin posthumous Grand Tutor Fang Xuanling, Duke of Liang, posthumous Minister of Education Liu Shiliang, Duke of Shen, and posthumous Left Vice Director Qu Tu Tong, Duke of Jiang, were all granted places at Taizong's temple.

On jiazi of the eleventh winter month Ashina Helu, governor of Jade Pool, was made general of the left martial cavalry. On yichou Jin Prefecture shook again. That winter no snow fell. In the first year of Yonghui, on the xinchou new moon of the first spring month, the emperor declined court and proclaimed a new era name. On renyin he sat in the Hall of Supreme Ultimate and received court without holding a full assembly. On bingwu. Consort Wang was installed as empress. On dingwei Prince Zhong of Chen was made governor of Yong.

On xinmao of the second month the princes Xiao was created Prince of Xu, Shangjin Prince of Qi, and Sujie Prince of Yong.

On dingwei the emperor told his ministers, "I have unworthily taken the throne; my rule is unclear, and so Jin Prefecture keeps shaking. Surely rewards and punishments are out of balance and the way of rule is wrong. Each of you should submit sealed memorials, speaking plainly of what is right and wrong, to repair my failings." Tokhara sent envoys with a great bird like a camel that ate copper and iron; the emperor had it presented at Zhaoling. The Tibetan king died; the emperor sent Yu Kuaiji of the right martial guard with imperial writ to mourn and sacrifice.

On gengchen of the sixth month Jin Prefecture shook.

On bingyin of the seventh autumn month, because of drought, he personally reviewed the capital's prisoners.

On guimao Gao Kan, commandant of the right martial cavalry, brought Chebi Khagan captive to court and presented him at the Altar of Soil and Grain and at Zhaoling. On jiwei Li Ji, left vice director and Duke of Ying, firmly asked to leave office; the emperor agreed and kept him as grand master of splendid happiness with a seat at confidential counsel.

In the eleventh month, on jiji, Chu Suiliang, director of the Secretariat and Duke of Henan, was demoted to governor of Tong.

In the twelfth month Ashina Helu, governor of Jade Pool and yabghu of the Shaboluo, rebelled with his district, took the title of khagan, and seized the Western Regions. That year Yong, Jiang, Tong, and nine other prefectures suffered drought and locusts; Qi, Ding, and sixteen others were flooded. In the second year of Yonghui, on wuxu of the first spring month, an edict said, "Last year the pass country was ravaged by locusts; across the provinces flood and drought struck, and the people fell into want. This comes from my lack of virtue—what fault have the millions done? Pitying the realm and blaming myself, I am deeply afraid. Now spring opens the tribute year and eastern plowing begins; granaries in stricken places stand empty and must be filled by relief. Where locust and flood left the poor in need, lend grain from the Ever-Normal and Righteous granaries. Send one ministry gentleman each to Yong and Tong to comfort the people, with full compassion, as my constant care demands." On yisi Yu Wenjie, vice director of the yellow gate and Duke of Pingchang, received the silver-blue-gleam grandee rank and kept his seat at confidential counsel. Liu Shi, attendant secretary of the Secretariat, became vice director of the Secretariat with a seat at confidential counsel.

On yiyou of the fourth summer month the directors of the Imperial Ancestral Temple and of the Xian and Zhao mausoleums were ranked fifth grade; their assistants, seventh.

On renchen of the fifth month grand masters of splendid happiness and capital officials of the fourth and fifth grades received personal fish tally.

On xinyou of the sixth month Prince Shenfu of Xiangyi died.

On dingwei of the seventh month Helu stormed Jinjiling and Pulei County; Liang Jianfang, general of the martial guard, and Qibi Heli, general of the right martial cavalry, were made commanders of the Bow-Moon campaign against him.

On yichou of the eighth month the Arabs first sent envoys with tribute. On jisi Yu Zhining, chief minister and Duke of Yan, became left vice director of the Masters of Writing; Zhang Xingcheng, chief minister and minister of justice, Baron of Beiping, became right vice director—both with seats at counsel, still without titular rank in the line. Gao Jifu, director of the Secretariat and acting minister of personnel, Baron of Tiao, was made vice minister.

On guisi of the ninth month Jiucheng Palace was renamed Palace of Ten Thousand Years; Yuhua Palace was abolished and turned into a Buddhist monastery.

On xinwei of the intercalary month the new statutes, ordinances, regulations, and forms were promulgated throughout the realm. On xinmao of the tenth winter month Jin Prefecture shook.

On xinyou of the eleventh month he sacrificed at the Southern Altar. On wuchen Dingxiang shook. On dingchou he established the Protectorate General of Anxi on the former Gaochang territory. White-Water tribesmen raided Ma Prefecture; the emperor ordered Zhao Xiaozu of the left palace guard to attack and pacify them. In the third year of Yonghui, on guihai of the first spring month, with no rain since last autumn, the emperor left the main hall, reduced capital crimes and exile by one degree empire-wide, and pardoned all below hard labor. Liang Jianfang, Qibi Heli, and the Bow-Moon command crushed the Chuyue leader Zhu Ye Guzhu at Mount Lao—nine thousand heads, six thousand chiefs taken, more than ten thousand captives, and seventy thousand cattle, horses, and mixed herds. On bingyin Zhangsun Wuji, grand tutor and Duke of Zhao, asked to step down because of drought; the emperor refused. On jisi Chu Suiliang, governor of Tong and Duke of Henan, became minister of personnel with a seat at confidential counsel. On bingzi he sacrificed in person at the Imperial Ancestral Temple. On dinghai he plowed the thousand-acre field and gave silk to the officials in graded gifts.

On xinsi of the third month Yu Wenjie, vice director of the yellow gate and Duke of Pingchang, became chief minister; Liu Shi, vice director of the Secretariat, became director of the Secretariat. On gengshen he visited the Hall of Observing Virtue and held the great archery contest for the assembled officials.

On gengyin of the fourth summer month Zhao Xiaozu, general of the left palace guard, crushed the White-Water chieftain Bo Lü. On jiawu Peng Prince Yuanze, governor of Li Prefecture, died.

On gengchen of the fifth month an edict singled out descendants of Pei Rong of Zhou, Cui Jishu of Qi, Pei Ze, Feng Xiaoyan, Dou Lu Yu of Sui, You Chuke, and other families famed for steadfast loyalty for promotion.

On dingsi of the seventh autumn month Prince Zhong of Chen was made crown prince; the court proclaimed a general amnesty, granted one grade of merit to fifth-rank heirs, and feasted the realm for three days. On yichou Yu Zhining, left vice director, became junior tutor of the heir; Zhang Xingcheng, right vice director, junior preceptor; Gao Jifu, attendant-in-ordinary, junior guardian; Yuwen Jie, attendant-in-ordinary, grand mentor of the heir. On dingchou he asked Gao Lüxing, minister of revenue, "How many households were registered last year? Lüxing answered that additions came to one hundred fifty thousand households in all. He pressed on: "How many did the Sui count? And how many are on the books today? Lüxing replied: "At Sui Kaihuang, eight million seven hundred thousand; today, three million eight hundred thousand." On dingsi of the ninth month titles bearing the heir's name were changed: crown prince mentor to inner mentor, draftsman to inner scribe, and guard lieutenants to brave guards commanders.

On yihai of the eleventh month Boma sent envoys with tribute. On gengyin Princess Honghua came from the Tuyuhun to court.

On guisi of the twelfth month Pu Prince Tai died. On guichou, new year's day of the first spring month in Yonghui 4, he held court in the hall but accepted no congratulations while Pu Prince Tai lay in state. On bingzi Fang Yiai of Fang, Jing Prince Yuanjing of Qin, Wu Prince Ke of An, Xue Wanche of Ning, and Chai Lingwu of Lan were charged with treason.

On yiyou of the second month Yiai, Wanche, Lingwu, and their accomplices were executed. Yuanjing, Ke, and the princesses of Baling and Gaoyang were forced to suicide. Zhisi Sili, left valiant cavalry guard general and Duke of An, was exiled to Song; Yuwen Jie, attendant-in-ordinary and heir's grand mentor, Duke of Pingchang, to Gui. On wuzi Daozong, special guardian and minister of ceremonies, Jiangxia prince, was exiled to Gui, and Ke's uterine brother Yin, prince of Shu, was reduced to commoner rank. On jihai Xu Prince Yuanli of Jiang was also made minister of works, and Ji, Duke of Ying, was made minister of state.

On renzi, the first day of the third month, Kong Yingda's Correct Meaning of the Five Classics was issued empire-wide as the standard for the classics examination. On bingchen he sat at Guande Hall, piled the traitors' goods and horses in five stacks, and had princes, kin, foreign guests, and officials down to the ninth rank shoot at them.

On wuzi of the fourth summer month the king of Linyi sent envoys with tame elephants. On renyin, citing drought, he left the main hall, ate sparingly, reviewed prisoners himself, sent inspectors to review jails empire-wide, and ordered officials to speak plainly of what the court did right and wrong.

On jihai of the eighth month eighteen meteorites fell on Fufeng in Tong Prefecture with a thunderous roar.

On renyin of the ninth month Zhang Xingcheng, right vice director and Duke of Beiping, died. On jiaxu Chu Suiliang, minister of personnel and Duke of Henan, became right vice director while retaining his seat in deliberations.

On gengzi of the tenth winter month he went to the Xinfeng hot springs. On jiachen he granted a partial amnesty to Xinfeng. On yisi he returned from the hot springs. On wushen Chen Shuozhen of Muzhou rebelled, proclaimed herself Emperor Wenjia, and overran the counties of Muzhou. Cui Yixuan of Wuzhou and Fang Renyu of Yangzhou each marched and put down the revolt.

On guichou of the eleventh month Cui Dunli, minister of war and Duke of Gu'an, became attendant-in-ordinary. The revised code with commentary was promulgated empire-wide.

On gengzi of the twelfth month Gao Jifu, attendant-in-ordinary, junior guardian of the heir, and Duke of Tiao, died. On wuwu of the third spring month in Yonghui 5 he went to Wannian Palace. On xinwei he granted a partial amnesty to prisoners along the route. Yan Lide, minister of works, was ordered to raise forty thousand laborers to build Chang'an's outer ramparts.

In the fourth summer month Han Yuan of Yingchuan and Lai Ji were both promoted to silver-gleaming grand master while retaining third-rank deliberative rank.

On the night of dingchou in the intercalary fifth month torrential rain burst the rivers; more than three thousand people in Linyou and on guard duty drowned.

In the sixth month floods on the Hutuo at Heng Prefecture drowned more than five thousand households. On guichou a cloudburst at Fenyin in Pu Prefecture drowned residents and wrecked dwellings. On guihai Liu Shi, director of the Secretariat, was also made minister of personnel. On bingyin great floods struck Hebei.

On xinsi of the seventh month sparrow-sized birds at Wannian Palace hatched dove-sized young at the emperor's old residence.

In the eighth month the Court of Judicial Review reported more than seventy death sentences. On xinhai he decreed that fifth-rank officials and above would no longer have their rank badges reclaimed at death. On xinwei Tibet sent envoys with one hundred horses and a great felt pavilion five zhang high and twenty-seven paces square.

On dingyou of the ninth month he returned from Wannian Palace.

On guiyou of the eleventh winter month the capital's outer walls were raised; forty-one thousand Jingzhao households were hired for thirty days of rammed earth, and a watchtower was set on each of the nine gates.

On guichou of the twelfth month Wa sent amber and agate, the amber the size of a peck and the agate of a five-peck jar. On wuwu he left the capital for Zhaoling; Prince Xian was born on the journey. On jiwei he decreed a household census every two years. On renshen, new year's day of the first spring month in Yonghui 6, he visited Zhaoling in person, pardoned Liquan, and remitted that year's taxes and labor. Tomb guards of general and commander rank were each promoted one noble grade; the tomb magistrate and deputy were raised in rank and rewarded. On jiaxu he returned from Zhaoling. A Buddhist temple was built beside the mausoleum. On gengyin Prince Hong was made Prince of Dai and Prince Xian Prince of Lu.

On yisi of the second month Crown Prince Zhong received the capping rites; fifth-rank heirs among the officials received one grade of merit. The court feasted for three days.

In the third month Cheng Mingzhen, protector of Ying, routed Goguryeo at Guiduan River. In Jia Prefecture Xin Daorang's wife bore four sons at one birth. On renxu Consort Wu Zhao completed a chapter of Inner Admonitions.

On guiwei of the fifth summer month Cheng Zhijie of Lu and four other generals were ordered to march by the Onion Mountains route against Helu. Han Yuan of Yingchuan became attendant-in-ordinary; Lai Ji of Nanyang became director of the Secretariat. Liu Shi of Hedong, who also held the Ministry of Personnel, was demoted to prefect of Sui.

In the eighth month palace medical attendant Jiang Xiaozhang was given a special supernumerary appointment with regular standing. The rank of supernumerary with regular standing began with Jiang Xiaozhang. On jiyou the Court of Judicial Review added a second vice director. After heavy rains had blocked the roads and driven up grain prices, the court sold storehouse grain and set up relief granaries in the capital's eastern and western markets.

On gengwu of the ninth month Chu Suiliang, right vice director and Duke of Henan, was demoted to protector of Tan for opposing Wu Zhao's elevation as empress. On yiyou floods at Luoyang destroyed the Tianjin Bridge.

On jiyou of the tenth winter month Empress Wang was deposed and Consort Wu Zhao made empress; the court proclaimed a general amnesty.

On dingmao, new year's day of the eleventh month, he presided in the hall as Ji and Yu Zhining invested the empress; officials and foreign chiefs received her at Suyi Gate. On jisi of the eleventh month the empress was presented at the ancestral temple. On guiyou Wu Shiyue, the empress's late father and former minister of works, Duke of Ying, was posthumously made minister of state. On bingzi Wei, wife of Wu Wenwei of Gaoyuan in Zi, bore four sons at once; three lived. On guisi Lady Yang of Ying was re-enfeoffed as Lady of Dai.

In the twelfth month Xu Jingzong, minister of rites and Baron of Gaoyang, was ordered to attend daily at the west gate of Wude Hall. On xinwei of the first spring month in Xianqing 1 Crown Prince Zhong was demoted to Prince of Liang and Dai Prince Hong made heir. On renshen he proclaimed a general amnesty and changed the era name to Xianqing. Officials of the ninth rank and above and fifth-rank heirs received one grade of merit. The court feasted for three days. On jiazi Yu Zhining, left vice director and junior tutor, Duke of Yan, became grand tutor; Han Yuan, Lai Ji, and Xu Jingzong became guests of the heir. The post of guest of the heir was established for the first time. He held court at the Xuanwu Gate and feasted Cheng Zhijie, commander of the Onion Mountains campaign, on his departure.

On gengyin Battle Array Music was renamed Divine Merit Battle Array Music. On xinhai Wu Shiyue was posthumously made minister of works and Duke of Zhou.

On xinsi of the third month the empress sacrificed to the silkworm ancestor at the northern suburb. On bingxu Du Zhenlun, vice minister of revenue, became acting supervising secretary with third-rank deliberative standing.

On wushen of the fourth summer month he watched from Anfu Gate as Xuanzang led the imperial inscription for Cien Monastery in Indian ceremony, with a vast following.

On jimao of the fifth month Zhangsun Wuji presented thirty scrolls of monographs from the Liang, Chen, Zhou, Qi, and Sui histories compiled by the historiographers. Hongwen academician Xu Jingzong presented his Eastern Hall New Books in two hundred scrolls; the emperor wrote the preface himself.

In the sixth month Lu Prince Xian of Qi became protector of Yong.

On guiwei of the seventh autumn month Cui Dunli, director of the Secretariat and inspector of the heir's affairs, Duke of Gu'an, became junior preceptor while retaining third-rank deliberative standing. The post of Minister of Revenue was retitled Minister of Disbursements, and the vice minister likewise.

In the eighth month, on bingshen, Cui Dunli, preceptor to the heir, died. At Yumugu Valley, Left Guard General Cheng Zhijie crushed Qulluğ's Qarluq, Geluo, Zhifa, Yuezhi, and Yuzhi forces, taking more than a thousand heads and tens of thousands of camels, horses, cattle, and sheep.

In the ninth month, on guiyou, the court first ranked prefectures with thirty thousand households or more as upper grade and those with twenty thousand or more as middle grade; prefectures already so ranked kept their standing. The Empress composed Admonitions for Imperial Kin. On gengchen a tidal surge at Kuozhou wrecked An'gu and Yongjia counties and harmed more than four thousand households. On xinsi the court first ordered area supervisors and upper prefectures to post fifteen saber guards each, and middle and lower prefectures ten apiece. On guiwei the court created the post of Flying Cavalry Grand General at the second rank of the first grade. Cheng Zhijie fought Qulluğ's son Zhayun, took several thousand heads, advanced to Tudu City, and seized vast herds of captives and booty.

In the eleventh month, on yichou, Prince Xian was born; capital officials and assembly commissioners received an additional merit rank each.

In the twelfth month, on yiyou, the court established a school of mathematics. Cheng Zhijie, general of the Left Army Guards, was sentenced to death commuted for delaying pursuit of Qulluğ and was stripped of his post. The Lanzhou military governorship was abolished. A military governor was installed at Shanzhou. In the second year of Xianqing, on gengyin of the first spring month, the Emperor went to Luoyang. He appointed Su Dingfang of the Right Army Guards and three other generals commanders of the Yili campaign to march against Qulluğ.

On xinyou of the second month he entered the Luoyang palace and granted Luozhou a partial amnesty. On gengwu the seventh prince, Xian, was created Prince of Zhou, and Prince Su Jie of Xu was retitled Prince of Xun.

On jiazi of the third month Li Yifu became Secretariat director and acting censor-in-chief, and Du Zhenglun became vice director with concurrent charge of disbursements, both remaining chief ministers of the third grade.

In the fifth month, on bingshen, he went to Mingde Palace.

In the seventh month, on dinghai, he returned to the Luoyang palace.

On dingmao of the eighth month Han Yuan, Duke of Yingchuan and palace attendant, was demoted to prefect of Zhen, and Lai Ji, Marquis of Nanyang and director of the Secretariat, to prefect of Tai — both for opposing Empress Wu's elevation and defending the exiled Chu Suiliang. Xu Jingzong, Duke of Gaoyang and minister of rites, became palace attendant for his role in making Wu empress. In the ninth month, on gengyin, Du Zhenglun was appointed director of the Secretariat.

In the tenth month, on wuxu, he personally reviewed troops between Xu and Zheng and granted Zhengzhou a partial amnesty. He sent envoys to offer sacrifice at the tombs of Guo Qiao of Zheng and Chen Shi, grand warden of Taiqiu.

On dingmao an autograph edict renamed the Luoyang palace the Eastern Capital and aligned Luozhou official ranks with those of Yongzhou. Gu Prefecture was abolished; Fuchang and three other counties, together with Heyang, Jiyuan, and Wen from Huai and Yishui from Zheng, were all placed under Luozhou. On jisi the Secretariat added two court diarists of equal rank to the palace diarists. On gengwu Prince Xian of Zhou was appointed governor of Luozhou. On renwu the post of attendant cavalier was split into left and right, two each; the right attendants were attached to the Secretariat. In the third year of Xianqing, on wuzi of the first spring month, Zhangsun Wuji, Duke of Zhao and grand mentor, completed the New Rites in one hundred thirty scrolls and two hundred fifty-nine sections; the court ordered them promulgated empire-wide.

On dingsi of the second month the Emperor returned to Chang'an. On renwu he personally reviewed prisoners and pardoned many. Su Dingfang defeated the Western Turk khagan Qulluğ and his sons Zhayun and Quechuo. Qulluğ fled to the state of Stone; deputy commander Xiao Siye ran him down and took more than four hundred thousand people and animals in all. On jiayin the Western Regions were pacified and the court created the Mengchi and Kunling protectorates on their lands. The Anxi Protectorate was restored at Kucha and Western Prefecture created on the old lands of Gaochang. The court created the Pacification-general at the third rank and the Submission-general at the lower third rank for newly submitted tribal leaders, who were then assigned to the guard regiments.

In the fourth year of Xianqing, on yihai of the second spring month, the Emperor personally examined nine hundred candidates; only Guo Daifeng, Zhang Jiuling, and four others won top honors and were ordered to await appointment at the Hongwen Academy with the imperial guard.

Living descendants of founding ministers and staff of the great-general households received graded promotions according to ability. Participants in the founding uprising below the first rank received graded gifts. Men and women eighty or older were granted nominal posts as prefect or magistrate. For deceased founding ministers who had held separate fiefs, each surviving heir received two extra ranks. The court granted three days of public feasting. On jiawu he sacrificed at the old Taiyuan mansion, with Wu Shihuo, Yin Kaishan, and Liu Zhenghui as spirit associates.

On bingwu of the third month the Empress feasted kin, neighbors, and old friends in the audience hall, summoned titled ladies and women to an inner gathering, and granted graded gifts of silk to the imperial clan, attendants of fifth rank and above, and the traveling court. An edict promoted the chief and vice administrators of Bingzhou one merit rank each in honor of the Empress's birthplace. Where the Empress attended in person she gave a thousand bolts of goods to each honoree, five hundred to close kin, and graded gifts to more distant kin, neighbors, and old friends. Every woman in the city eighty or older was titled district lady and given gifts besides. On jiyou he held a martial review west of Bingzhou; from the Flying Tower he led his ministers to watch. On xinhai the Shenqiu expedition marched against Baekje. On dingsi the Left and Right Lead Guards were renamed the Left and Right Thousand-Ox Guards.

The empress called on Xu Yanshi at his home. On renzi Prince of Lu Li Xian was re-enfeoffed as Prince of Pei. That day Prince of Pei Li Xian, who was governor of Yongzhou and military governor of Youzhou, was also appointed military governor of Yangzhou and great general of the left martial guards, keeping his governorship. Prince of Zhou Li Xian, governor of Luozhou, was made military governor of Bingzhou. That day he ordered fifth-rank Secretariat-Chancellery officials and above, department chiefs, vice ministers of the civil office, and all relatives within three degrees of mourning to attend a feast at Prince Pei's mansion while the Nine Court Suites were played. When the rites were finished he gave graded gifts of silks and patterned cloths.

In Longshuo 3, in the first spring month, Zheng Rentai, great general of the left martial guards, and others marched against the remaining Tiele and subjugated them completely. On yichou Li Yifu, minister of personnel, became right chancellor. On bingxu labor was levied from fifteen prefectures—Long, Yong, Tong, Qi, and others—to repair Penglai Palace. On guisi he created the crown prince's moral advisers and Gui-Fang directors, renamed the classics bureau the Gui-Fang Institute, and detached the Hall of Honored Worthies from the left spring palace. On dingyou he docked one month's pay from capital officials to fund Penglai Palace repairs. On gengxu he decreed: "Heaven's virtue quickens life; yang warmth returns to its season. When I think of the jails my heart aches through the watches of the night. Though we often show mercy, I fear the innocent still suffer. Let twenty condemned or exiled prisoners in the capital be brought before me each day. He then questioned them himself, pardoned many, and had the crown prince review those not yet decided. He ordered the calligraphy school placed under the Orchid Terrace, the arithmetic school under the imperial library, and the law school under the court of detailed punishments. The Yanran protectorate became Hanhai, and Hanhai became Yunzhong. In the second month former left chancellor Xu Yanshi was demoted to prefect of Qianzhou. Crown Prince Hong finished the Jade Splendor of Mount Yao—five hundred juan in all.
