Jingzong—taboo Zhan—was Muzong's eldest son, born of Empress Dowager Gongyi Wang. He was born in an inner-palace side hall on the seventh day of Yuanhe 4's sixth month. In Changqing 1's third month he became Prince of Jing. In Changqing 2's twelfth month he was made heir. On renshen in Changqing 4's first month Muzong died. On guiyou the sixteen-year-old heir ascended before the bier. On jiaxu Han Gao died. On bingzi the court finished the succession rites and ordered graded cash-and-silk rewards for the armies. The inner treasury released three million bolts of silk to fund the grants. At Muzong's accession capital troops had received fifty thousand cash each. The premiers now scaled rewards to fiscal capacity, winning public approval. After five pleas from the court he agreed to rule in person.

Li Fengji punished Wu Si for refusing to congratulate him on Li Shen's fall. On wuzi Gao Yonggong died at Luoyang on the Hebei mission. On xinmao thousands of palace women were freed to marry. On jihai Muzong's consort became grand empress dowager. On gengzi Du Yuanying's five hundred polo outfits were denounced as improper tribute. On xinchou Jingzong began audiences at Zichen. That day he lavished gifts on eunuchs at Flying Dragon Court. High grain prices prompted sale of four hundred thousand shi from the Ever-Normal stores. Venus crossed the Well's northern axle that night. On yisi the court installed the empress dowager at Guangshun Gate. On dingwei polo at Central Harmony Hall brought the musicians three thousand five hundred bolts. On wushen he played polo again at Flying Dragon. On jiyou a riotous concert at Central Harmony ended with eunuch largesse.

On gengxu Li Tong was banished for embezzlement and a self-praise stele. On renzi Jingzong proclaimed universal amnesty from Danfeng Tower. Capital seed taxes were cut: summer remitted, autumn two hundred cash per string off. Extra tribute presentations were forbidden. Imperial clanswomen were to marry from the civil-service lists yearly. Land tax registers were ordered reassessed every five years. Wind and rain struck that day. On jiayin he began Yanying audiences with his premiers. On bingchen Wei Hao took Revenue. On wuwu the Rituals office asked to end titled ladies' quarterly court calls as excessive. The request was granted. On gengshen Hu Zheng took Revenue and the capital prefecture. On jiazi Wang Tingcou slaughtered Niu Yuanyi's family; Jingzong mourned and blamed weak premiers. Wei Chuhou told the throne: order follows the people's will, chaos defies it. You lament the lack of a Xiao He or Cao Shen, he said. "Yet Pei Du stands unused — like Feng Tang before Han Wen, with generals in reach and none employed." Thus ended the memorial. Zhang Hongjing went to Luoyang as junior preceptor; Linghu Chu became Henan prefect. On dingmao Duan Wenchang acted as left vice director. On wuchen a tardy audience left ministers fainting in the side hall. Li Bo rebuked the premiers outside until Jingzong finally sat. Liu Qichu bloodied the steps in remonstrance and won a scarlet fish bag. Intruder Xu Zhongxin was flogged and sent to the frontier. On gengwu the inner Music Office received ten thousand strings for tours. Venus crossed the Well again that night. On jiaxu Li You reported five frontier forts built against nomad raids. A stockade at Mugua Ridge was added to choke Tangut raids. On yihai the Music Office received another three thousand five hundred bolts.

Jingzong fled to the Left Army when he heard the alarm. On dingyou he returned; the court rejoiced. Li Bo blamed the Emperor's recklessness in blunt terms. On jihai thirty-five gate supervisors were beaten. On xinchou dye-house officials were banished over Zhang Shao's origins. Tu Tu Chengcui was posthumously rehabilitated and reburied. On bingwu Li Fengji became Duke of Liang and Niu Sengru Viscount of Qizhang.

The fifth month opened on jiyou. On yimao Li Cheng joined the Grand Council. Dou Yizhi also became grand councillor. Wei Hao received gold-purple. On jiwei four townships were detached for Jing Mausoleum upkeep. On guihai Fu Liangbi took Xia. Transport deputies at Luoyang and Jiangling were retitled per Wang Ya.

On renchen Li Yuan took Hezhong. On bingshen Pei Du at last received the Grand Council seal. Li Fengji had blocked Pei Du's council rank until Li Cheng and Wei Chuhou prevailed. Li Guangyan was promoted to acting Minister of Education. On guimao Zhang Hongjing died. On jisi a Taihu breach flooded the Zhexi capital. On dingwei Zhao Zongru took Rites and Zheng Qian Personnel.

秋七月戊申朔。 己酉，睦州、清溪等六縣大雨，山谷發洪水泛溢，漂城郭廬舍。 庚辰，以前河中節度使郭釗為兵部尚書。 戊午，太子賓客許季同卒。 辛酉，疏靈州特進渠，置營田六百頃。 乙丑，鄆、曹、濮暴雨水溢，壞城郭廬舍。 丁卯，敕以穀貴，凡給百官俸內一半合給匹段，今宜給粟，每鬥折錢五十文。 辛未，以大理卿崔元略為京兆尹、兼御史大夫。 甲戌，左金吾衛大將軍李祐進馬二百五十匹。 御史溫造於閣內奏彈祐罷使違敕進奉，祐趨出待罪，詔宥之。 襄、均、復等州漢江溢，漂民廬舍。 丙子，浙西觀察使李德裕奏：「詔令當道造盝子二十具，計用銀一萬三千兩，金一百三十兩。 昨已進兩具，用銀一千三百兩，當道在庫貯備銀無二三百兩，皆百計收市，方成此兩具。 臣當道唯有留使錢五萬貫，每事節儉支費，猶欠十三萬貫不足。 臣若因循不奏，則負陛下任使之恩； 若分外誅求，又累陛下慈儉之德。 伏乞宣令宰臣商議，何以遣臣得上不違宣索，下不闕軍須，不困疲人，不斂物怨。」 時有詔罷進奉，故德裕有是奏。
The seventh month opened on wushen. On jiyou floods ravaged six southeastern counties. On gengchen Guo Zhao took War. On wuwu Xu Jitong died. On xinyou Lingzhou opened six hundred qing of canal-fed garrison farms. On yichou storms wrecked the eastern plain cities. On dingmao dear grain forced half of official salaries into grain at fifty cash per dou. On xinwei Cui Yuanlue took the capital prefecture. On jiaxu Li You presented two hundred fifty horses. Wen Zao impeached Li You for illegal tribute horses; an edict pardoned him. Han River floods destroyed homes across the middle Yangzi. On bingzi Li Deyu protested an order for twenty silver-covered tribute boxes: Two alone cost thirteen hundred taels; the treasury barely holds two hundred in reserve. Thus began the memorial. My circuit retains only fifty thousand strings and still lacks one hundred thirty thousand. Silence would betray your trust; extortion would betray your frugality. "Let the premiers find a way to meet the order without starving the army or the people." Thus ended the memorial. A recent ban on extra tribute prompted Li Deyu's protest.

The eighth month opened on dingyou. Fire crossed Saturn that night. Fourteen hundred plotters including Ma Wenzhong were beaten and executed. On guiwei fire crossed the Well. On jiayin the court bought 1.5 million shi of grain for the north. Floods ruined crops across the central plain. On dinghai the fire star entered the Well mansion. On jichou descendants of Li Chong and Jiang Qing received offices. Metal crossed the Chariot's right horn that night. On renchen Duan Zhao urged restoring Li Longqian's shrine on Oxheart Mountain near Longzhou. Zhang Shiqian found the mountain shrine site damaged. The court favored repair. Li Jiang protested the winter levy of tens of thousands of laborers. On jiazi Zhao Zongru became junior preceptor. On yisi Han Chong died.

The ninth month opened on bingwu. On dingwei Li Han mocked a Persian merchant's agarwood "pavilion" as unseemly luxury. Jingzong was angry yet spared Li Han. On gengxu Linghu Chu took Xuancheng and Bian. On yimao the Petition Box office was abolished. Li Bo took the box after demanding staff and pay. On wuwu Zhu Rong was promoted to acting Minister of Works. Zhexi was ordered to weave a thousand bolts of patterned silk. Li Deyu's remonstrance canceled the weave order. On jisi Wang Qi became Henan prefect. On jiazi Tibet asked for a map of Wutai Mountain. On jisi two circuits sent three silver toilet cases each.

On bingzi twenty-five imperial sons-in-law received three hundred thousand cash each. On xinsi Cui Cong took Rites. On gengzi Zheng Quan died. On xinchou Tibet sent a rhinoceros and silver models of beasts. On renyin Cui Zhi took Lingnan. Wei Hao became vice censor-in-chief while keeping Revenue; Zheng Tan took acting Works; Wei Hongjing took Personnel; Li Zongmin took acting War; Yu Ao took Punishments.

The eleventh month opened on bingwu. On wushen Huang rebels and Ring kingdom allies killed Luzhou's prefect. Floods hurt crops in seven lower-Yangzi prefectures. On gengshen Muzong was interred at Guang Mausoleum.

The twelfth month opened on yihai. On guiwei frontier peoples sent tribute missions. Four frontier commissioners were promoted to acting right vice premier. Liu Qichu became remonstrance official. Wang Bo's bid for the salt office drew a joint Yanying protest from nine remonstrators. On wuzi night the moon covered the Well. On gengyin Wu Zhongyin joined the Grand Council. On yiwei Li Deyu blocked Wang Zhixing's illegal ordination platform. A long ban on private platforms had made monks swarm when Zhixing reopened the door. Zhixing profited from fees and was widely despised. On dingyou three premiers were enfeoffed with three thousand households each. Han Yu died. Baoli 1 opened on yisi. On xinhai Jingzong sacrificed at the southern suburb. The suburb rites ended with amnesty and the era name Baoli. Magistrate Cui Fa, jailed for insulting a eunuch, waited for amnesty at the Golden Rooster pole. Eunuchs beat Cui Fa bloody until clerks shielded him with a mat. Premiers secured his release after a re-arrest. Niu Sengru begged to resign; Jingzong promised release after the sacrifice. On yimao Niu Sengru went to Wuchang with council rank. Wang Bo seized the salt monopoly. A Wuchang army tab was created at Ezhou to honor Niu Sengru. On renshen Li Bo was sent to Guizhou. Li Deyu's six admonitions won praise and a warm imperial reply. On xinmao Li Ao was banished to Luzhou for attacking Li Fengji. On xinchou Xue Fang died. On guimao Wang Fan became vice censor-in-chief.

On yisi Guo Zhao took eastern Sichuan. On renzi the court feasted in the three halls. On wuchen night a long meteor fell from Purple Forbidden. On xinwei Yin You took Jiangxi. Jingzong tested 291 candidates at Xuanzheng with three examiners.

The sixth month opened on guimao. On dingwei Pei Du was named overseer of state and military affairs; he would enter the Secretariat every few days when well. That night the sky rained shooting stars beyond counting. On renshen stalled criminal cases were ordered investigated.

Wang Fan took Jingzhao and Guiguan. Taiyuan received one hundred thousand shi of relief grain. Imperial princes received twenty thousand bolts of silk. On dingyou Pei Du declined a third investiture in shame. Thus ended the edict.

On dingmao Yuwen Ding protested next-day Yanying memorial rules: Routine matters need only memorials; sudden crises cannot wait for written form; delay costs urgent business. Require memorials before mao; reject after mao. Thus ritual stays balanced. Thus ended the edict.

On renyin fourteen remonstrators begged a public trial for Song Shenxi. Wenzong said he had already consulted the premiers. Cui Xuanliang's tears moved Wenzong to promise consultation. The remonstrators withdrew. On guimao the Prince of Zhang and Song Shenxi were demoted. The capital first feared a real princely plot, then learned it was framed. Remonstrators wept because the frame came from Shoucheng and Zheng Zhu. Song Shenxi barely survived. On jiyou Li Zaiyi was feasted at Qujiang. On xinyou Pei Hongtai and Chen Zhengyi exchanged Guiguan and Qianzhong. On dingmao Lu Sui collapsed at Zichen. Lu Sui retired the next day to praise.

On gengchen Wang Qi won garrison farms at Binning and Lingwu. On jichou Wenzong feasted ministers at Linde on Cold Food. Wenzong expelled players who mocked Confucius. The players were driven out at once.

The fifth month opened on guisi. On jiachen Shu repaired Qionglai and moved Juan. On renzi Hangzhou plague brought seventy thousand shi of relief. On dingsi Wang Yanping took Ling-Yan. Shangguan Xing surrendered after his father was jailed. Du Ti and Yuwen Ding pleaded filial piety for Shangguan Xing. Both offices said murder still demands death. Wenzong spared Xing's life but exiled him after eighty strokes. On gengshen Wenzong proclaimed a plague edict: Wounds remain severe across the realm. Teaching and sincerity have failed; officials err. Each fault harms harmony. Memorialize bluntly — I shall read all. Whole families lost to plague receive funeral goods. Others receive tax relief by household toll. Unsettled plague districts receive medicine. Cut palace and public expense to fund relief. The sixth month opened on renxu. Lu Sui called birthday feasts un-Chinese: Zhang Yue's Thousand-Autumn festival was proper ritual. Wenzong approved a tenth-month Celebration-Complete festival. Thus ended the edict. Now partisans are swept out and honest custom is to be restored. Let no man fear idle accusation, the edict promised. All ties to Zongmin or Deyu, save prior dismissals, shall go unpunished. On gengchen he asked whether the city had calmed. Li Shi said calm had returned but mass executions bred ill omens. He urged amnesty lest Fengxiang executions stir new trouble. The Emperor assented; Zheng Tan spoke on rule. "I think of Zhenguan and Kaiyuan," he said, "and rage fills me. On guimao Tian Quancao's gallop through Golden Light Gate sparked panic. Chen Junshang held Wangxian Gate until evening calmed the city. On dinghai Zhang Zhongfang took Hua; Xue Yuan shang acted at Jingzhao. Linghu Chu asked to end armed military commissioners' Ministry visits. "Let them wear court robes instead," he said. Thus ended the edict. Chu had armed Xun's allies, then banned weapons at the Ministry — critics scorned him. Public opinion condemned him. After Wu Yuanheng's murder, premiers had entered court under armed escort. That escort was now ended. On xinmao the Remonstrance Bureau received its seal. Kaicheng 1 opened with amnesty and a new era name. On yisi Li Shi praised tax relief and an end to seasonal tribute." I want deeds, not empty words," the Emperor replied. Li Shi urged keeping a copy of the amnesty for the throne. He also wanted promotion commissioners to carry archival copies for local use. On dingwei Wei Zhen took Works. An edict rehabilitated four wronged eunuchs and allowed them burial. Liu Yuan took Xia-Sui-Yin-You. On bingchen the full moon was eclipsed.
