In the fourth month of Changxing 3 of Later Tang, the Secretariat and Chancellery submitted a memorial: "According to the Atlas of the Ten Circuits, the established rule gave first rank to the ruler's capital region; our dynasty had its capital at Chang'an, and so the Guannei Circuit was placed first. Now that the ancestral temples and palace compounds are all at Luoyang, we ask that the Henan Circuit be ranked first, the Guannei Circuit second, the Hedong Circuit third, the Hebei Circuit fourth, the Jiannan Circuit fifth, the Jiangnan Circuit sixth, the Huainan Circuit seventh, the Shannan Circuit eighth, the Longyou Circuit ninth, and the Lingnan Circuit tenth." The request was approved.

In the second month of Tongguang 2 of Later Tang, Suanzao County was restored to Hua Prefecture, and Changyuan County was again renamed Kuangcheng County. In the tenth month of Tianfu 3 of Jin, Suanzao County was again placed under Kaifeng Prefecture.〉

It should now be restored to Shan Prefecture, and Hui Prefecture should again be Dangshan County."〉

Ye and Xiangcheng counties, Ru Prefecture [In the twelfth month of Tongguang 2 of Later Tang, the Commissioner for Tax and Corvée Labor submitted a memorial: "These two counties originally belonged to Ru Prefecture but are now under Xu Prefecture; because they border the capital region most closely yet have very few households, we humbly ask that they be restored to Ru Prefecture." The request was approved.〉

Ji Prefecture [In the ninth month of Guangshun 2 of Zhou, Juye in Yan Prefecture was elevated to prefectural status. Its standing was ranked upper; Rencheng and Zhongdu in Yan Prefecture, Jinxiang in Shan Prefecture, and other counties were placed under it. In the twelfth month of that year, Yancheng County in Yan Prefecture was also added to it, while Zhongdu County was restored to Yan Prefecture.〉

Bin Prefecture [In the sixth month of Xiande 3 of Zhou, an edict ordered: "The Shanguo Army is to be elevated to a prefecture. Its standing is upper; it is directly subordinate to the capital; Bohai and Putai counties in Di Prefecture are placed under it."〉

The request was approved. In the seventh month of Tiancheng 1, an edict ordered: "Hancheng and Heyang counties are to be restored to Tong Prefecture."〉

Pingliang County, Jing Prefecture [In the first month of Qingtai 3 of Later Tang, Jing Prefecture submitted a memorial: "Pingliang County: since the Tibetans captured Wei Prefecture, the seat of Wei Prefecture was provisionally placed at Pingliang County, and Pingliang County was therefore abolished. Moreover, the Anguo and Yaowu garrisons were both attached to Pingliang, yet their tax and corvée items were administered by no county. Pingliang County should now be re-established to administer the households of the Anguo and Yaowu garrisons." The request was approved.〉

Linjing County [In the second month of Qingtai 3 of Later Tang, Prefect Zhai Jian of Yuan Prefecture submitted a memorial: "Since this prefecture fell to the Tibetans, its seat has been provisionally placed at Linjing County. Linjing originally belonged to Jing Prefecture; the prefect only handled bandit suppression, while its households were administered by counties under Jing Prefecture. With no subordinate counties, how can inspection and supervision be exercised? We humbly ask that Linjing be transferred to this prefecture." The request was approved.〉

Fucheng County, Fu Prefecture [In the fourth month of Kaiping 3 of Liang, it was renamed Zhaohua County. In the tenth month of Tongguang 1 of Later Tang, it was restored as Fucheng County.〉

In the third month of Guangshun 2 of Zhou, it was renamed Huan Prefecture. In the ninth month of Xiande 4, it was reduced to Tongyuan Army.〉

We now ask that the four garrisons of Guihua, Shushui, Wulong, and Huangtu, taken together at Guihua Garrison, be used to restore the former Longcheng County, and that the five garrisons of Chisha, Ranfang, Xiyang, Nanye, and Tiewu, taken together at Chisha Garrison, be used to restore the former Tianshui County. The three garrisons of Baishi, Daze, and Lianggong should be reassigned to Changdao County." The request was approved.〉

Tonggu and Liting counties, Cheng Prefecture [In the sixth month of Qingtai 3 of Later Tang, Qin Prefecture submitted a memorial: "Jie Prefecture originally administered Jiangli and Fujin counties and had no relocated garrisons. Cheng Prefecture originally administered Tonggu County; everything else was garrison territory, and levies were collected through the garrisons. We now wish to take the convenient nearby garrisons on Cheng Prefecture's southwest and merge their districts into Tonggu County. Regarding the four garrisons on the eastern border, for which a separate county should be created: on the prefecture's southwest are the three garrisons of Fucheng, Changfeng, and Weiping. That territory extends twenty-five li east to the border of Niyang Garrison, fifty li north to the border of Jinsha Garrison on the Huangzhu Road, thirty li south to the border of Xing Prefecture, one hundred ten li west to the border of Baishi Garrison, and forty-five li southwest to Shadi Ridge on the old border with Jie Prefecture. The jurisdictions of all three garrisons should be merged into Tonggu County, and their garrison titles abolished. On the prefecture's eastern border are the four garrisons of Shengxian, Niyang, Jinsha, and Liting. That area lies fifteen li east to the border of Meishan Garrison in Feng Prefecture, twenty li south to the border of Guo Prefecture, thirty-five li north to Gaoqiao, thirty-five li west to the border with Tonggu, and sixty-seven li north to the border with Qin Prefecture. We ask that the lands of all four garrisons be combined into Liting County. Tax collection should be entrusted to the county office, and bandit suppression to the garrison office." The request was approved.〉

Pu Prefecture [In the third month of Kaiyun 3 of Jin, Quanyi County of Gui Prefecture was elevated to prefecture status; Quanyi was renamed Dechang County; and Linchuan, Guangming, and Yining counties of Gui Prefecture were reassigned to it, as approved on the memorial of Ma Xifan of Hunan.〉
