Appraisal: In more than sixty years since Liao's founding, from Shendian through Huitong, the court knew no day of rest; The Tianlu and Yingli emperors were not permitted to finish their reigns; From the Baoning era onward, everyone looked for stable rule. Jingzong had the makings of a capable ruler: he employed men without suspicion and matched reward to merit and punishment to fault, so that great things seemed within reach. Yet he drained the state's strength to aid Hedong, breaking armies and losing generals without preventing Han's extinction. Though he won one reckoning from Song, the gains did not offset the losses. He knew Kuangsi's guilt, listed his crimes, yet withheld punishment; He praised Guo Xi's remonstrance, accepted it in word but ignored it in deed; The monk Zhaomin led men astray with heterodox practices, yet was favored with the post of Palace Attendant. Was this not a bewildering way to govern?
