In the tenth year, on the xinhai new moon of the first spring month Song sent Liang Shi, Zhang Congyi, Fu Bi, and Zhao Rixuan with congratulations. On jiazi day Wu Yu and Feng Dai were again dispatched to congratulate the Eternal Longevity Festival. On the gengchen new moon of the second month an edict ordered households of the Pulu Modu tribe who had returned to Yasus Guan and been confiscated to resume their occupations. On jiashen day the Northern Privy Council reported that attendants of the Southern and Northern Princes' palaces and various tribal military commissioners all came from tribal tents; since they were exempted from border garrison service along with commoners, it requested that attendant duties also be permitted to be performed by retainers in their stead. An edict approved the request. In the fourth summer month an edict abolished the work of building the Yalü River pontoon bridge and Han troops' border garrison service. Also, because Eastern Capital regent Xiao Saba memorialized, the ban on cuju in the Eastern Capital was lifted. On the wuyin new moon of the sixth month Xiao Ning, Yelü Tan, Cui Yucheng, Ma Shiliang, Yelü Renxian, and Liu Liufu were appointed chief and deputy envoys to congratulate Song on birthdays; Yelü Shucheng, Zhao Cheng, Yelü Lie, and Zhang Dan were appointed chief and deputy envoys to congratulate Song on New Year's Day of the coming year. On renxu day of the seventh autumn month an edict ordered that officials who privately took government goods be judged as common theft. Whoever dared to bring lawsuits citing cases already decided in former reigns was to be punished. Attendant langjun who hunted deer in forbidden grounds received three hundred strokes and were not assessed compensation; lesser generals received two hundred strokes or less; and commoners who violated were punished on the same terms as langjun. On bingxu day of the eighth month, because physician Deng Yanzhen's treatment of xiangwen Xiao Liuning's illness proved effective, his parents were granted official rank as reward. On xinhai day of the ninth month the Emperor paid respects to the Empress Dowager. Imperial maternal uncle Liuning died. On gengshen day the Empress Dowager shot and captured a bear, and the Emperor offered wine to wish her long life. On guihai day the Emperor hunted at Ma Meng Mountain; vegetation was thick and dense, and fearing hunters might accidentally shoot and injure people, he ordered Yelü Digu and the others each to write their names on their arrows for identification. On bingyin day Xia State presented Song captives. Because Shiying Stockade grand preceptor Guo San avoided a tiger and did not shoot, he was dismissed from office. On bingxu day of the tenth winter month an edict ordered Eastern Capital regent Xiao Xiaozhong to investigate officials who were incorruptible, capable, pure, and forceful, and report their names in full. On gengyin day Jurchen grand preceptor Taiya was made Great King of Yasus Guan. On xinmao day, because the imperial prince Hulu Woli was born, Northern Chancellor and imperial son-in-law Saba Ning welcomed the Emperor to his residence for feasting and drinking; the Emperor ordered guards and Han people to wrestle for amusement. On renchen day the court drank again in the Empress Dowager's hall; because an imperial prince had been born, a general amnesty was proclaimed. In the evening princesses, imperial sons-in-law, and inner-chamber ministers were summoned into the sleeping hall for heavy drinking again. On jiawu day the court visited the Central Capital. On gengzi day imperial son-in-law commandant Xiao Hulie was appointed imperial maternal uncle xiangwen. On bingchen day of the eleventh month Uighur sent envoys with tribute. On the bingzi new moon of the twelfth month Song sent Liu Hong and Wang Zheng to congratulate the Responding Sage Festival. On yiwei day chiefs were established for the Tazhubu Gu tribe. Hu Talaci was appointed Associate Councilor of State. The Emperor heard that Song had fortified the passes and rivers and dug moats and feared it would become a border threat; with Southern and Northern Privy Commissioners Prince of Wu Xiao Xiaomu and Prince of Zhao Xiao Guanning he plotted to recover the ten Song counties south of the passes ceded in former times, and thereupon dispatched Xiao Ying and Liu Liufu as envoys to Song. On gengyin day Song sent Zhang Mian, Hou Zongliang, Xue Shen, Shi Qijun, Shi Changyan, and Pan Yongzhao to congratulate the Eternal Longevity Festival and New Year's Day of the coming year. Xuanzheng Hall academician Yang Jie was appointed Minister of Personnel and administrator of Shunyi Army military commissioner affairs. On dingyou day an attack on Song was discussed, and an edict ordered proclamation to all routes.

In the eleventh year, on wushen day of the first spring month the Empress Dowager was escorted into the inner hall. On gengxu day Southern Court commissioner of the palace secretariat Xiao Teme and Hanlin Academician Liu Liufu were dispatched as envoys to Song to recover the ten counties south of Jinyang and Waqiao; and also to inquire into the reasons for mobilizing troops against Xia and dredging border marshes and increasing military garrisons. On renyin day of the second month the court went to Yuanyang Marsh. On the jiaxu new moon of the fourth summer month reward-and-punishment regulations for the southern campaign were promulgated. On yihai day of the sixth month Song sent Fu Bi and Zhang Maoshi bearing letters on a goodwill mission, and a letter was sent in reply. On renwu day the court presided at Hailiang Hall and released jinshi Wang Shi and sixty-four others. The sale of felt and silver into Song was forbidden. On the renyin new moon of the seventh autumn month an edict ordered that those who stole or swapped official horses receive reduced death sentences. Outside-route officials who were diligent and upright were replaced at term's end; those who did not handle affairs were replaced immediately. On bingshen day of the eighth month Song again sent Fu Bi and Zhang Maoshi bearing letters on a goodwill mission, requesting increased annual tribute in silver and silk, and a letter was sent in reply. On renyin day of the ninth month Northern Privy Vice Commissioner Yelü Renxian and Han traveling palace deputy deployment director Liu Liufu were dispatched as envoys to Song to negotiate peace. At that time Fu Bi spoke to the Emperor, the general purport being that if Liao made peace with Song and passively received annual tribute, the benefit lay with the state and subordinates had no share; if Liao fought Song, the benefit lay with subordinates and the harm with the state. The Emperor was moved by his words, and friendly relations were finally settled. On guiwei day of the intercalary month Yelü Renxian dispatched a messenger reporting that Song's annual tribute was increased by one hundred thousand taels of silver and bolts of silk, the documents called it tribute, and it was delivered to Baigou; the Emperor was pleased and feasted ministers at Zhaozing Hall. That day relief was provided for the poor among the three paternal clans. On xinmao day Renxian and Liu Liufu returned and presented the Song State oath document. On dinghai day of the eleventh winter month ministers added the honorific title Sagacious Cultured, Sagacious Martial, Heroic Strategist, Divine Merit, Wise Sage, Benevolent Filial Emperor, and invested Empress Xiao as Chaste Virtuous, Proclaiming Benevolence, Exalted Sage Empress. A general amnesty was proclaimed. Prince of Liang Hongji was advanced to Prince of Yan. On guimao day of the twelfth month the Emperor paid respects to the Empress Dowager. On jiachen day Imperial Grand Younger Brother Chongyuan's son Nielugu was enfeoffed as Duke of Anding Commandery. On jiyou day, because it was Empress Xuanxian's death anniversary, the Emperor and Empress Dowager wore plain dress and fed monks at Yanshou, Minzhong, and Sanxue temples. On xinhai day an edict remitted one year's rent and tax for tribes that had prepared to attack Song. On renzi day, because the Tuyuhun and Tangut frequently sold horses to Xia State, an edict ordered strict border defense. On jiwei day Song envoys congratulating on New Year's Day and the Eternal Longevity Festival were staying at their lodgings, and the Emperor went in disguise to observe them. On dingmao day killing cattle and horses at funerals and hoarding precious treasures were forbidden.

In the twelfth year, on xinwei day of the first spring month Co-administrator of Xijin Prefecture Yelü Dilie and Privy Council chief director Wang Weiji were dispatched to instruct Xia State to make peace with Song. On renshen day Prince of Wu Xiao Xiaomu was appointed Southern Privy Commissioner; Northern Chancellor Xiao Xiaozhong was made Northern Privy Commissioner and enfeoffed as Prince of Chu; Prince of Han Xiao Hui was made Northern Chancellor and co-administrator of the marshal headquarters; Han Ba was made Southern Court great king; Yelü Houshen was appointed Eastern Capital regent; Northern Privy Vice Commissioner Yelü Renxian was made co-administrator of Eastern Capital regent affairs; and Northern Court linya Xiao Ge was appointed Northern Privy Vice Commissioner. On jiaxu day the court went to Wuqing Stockade Reed Marsh. On renyin day of the second month Han commoners south of the passes were forbidden from possessing bows and arrows. On jiyou day Xia State, because of the added honorific title, sent envoys to congratulate. On jiayin day Yelü Dilie and others returned from their mission to Xia State and reported that Yuanhao had ceased hostilities; envoys were immediately dispatched to inform Song. On xinmao day of the third month the court visited the Southern Capital. On renchen day Goryeo, because of the added honorific title, sent envoys to congratulate. On jihai day of the fourth summer month xiangwen and chief superintendent were established for the Huiba tribe. On gengzi day Xia State sent envoys presenting horses and camels. On xinmao day of the fifth month two envoys of the Wolu and Pulu Modu tribes came with tribute late; they were pardoned and sent back. On yiwei day an edict restored and fixed the ritual regulations. That month the court visited the western mountains. On bingwu day of the sixth month an edict ordered that families of imperial-select chancellors and military commissioners and those who were themselves military commissioners be permitted burial goods of silver; slaughtering livestock for sacrifice was still forbidden. On gengxu day an edict ordered that when Han palace allotment households died out, fixed property was to pass to relatives. On xinhai day Zubu great king Tuntu Gusi's younger brother Grand Commandant Sage Li came to court. On bingchen day Uighur sent envoys with tribute. On jiazi day Southern Privy Commissioner Prince of Wu Xiao Xiaomu was appointed Northern Privy Commissioner and transferred in enfeoffment to Prince of Qi. On the bingyin new moon of the seventh autumn month Northern Privy Commissioner Xiao Xiaozhong died, and prisoners in custody were specially released. On gengyin day Xia State sent envoys with a memorial requesting to attack Song; approval was not granted. On bingshen day of the eighth month the court visited Qing Mausoleum. On xin day Prince of Yan Hongji was additionally made Director of the Department of State Affairs, administering Northern and Southern Privy Commissioner affairs, and advanced to Prince of Yan and Zhao. On wuwu day former Northwest Route campaign commissioner Xiao Taliege was appointed Right yilibi. On gengshen day yueye Yelü Honggu died. On jiazi day Zubu came with tribute. On renshen day of the ninth month the Emperor paid respects to the Empress Dowager and visited Wangxian Hall. On renwu day the court visited Huai Mausoleum. On dingyou day of the tenth winter month the court encamped at Zhonghui River. On jihai day Northern Privy Commissioner Xiao Xiaomu died and was posthumously enfeoffed as Grand Chancellor and Prince of Jin. On gengzi day an edict ordered serious prisoners on all routes to have officials conduct detailed review. On xinhai day Associate Councilor Han Shaofang was appointed Guangde Army military commissioner, and Three Departments commissioner Liu Liufu was appointed Changning Army military commissioner. On renzi day, because Xia people had encroached on the Tangut, Yanchang Palace envoy Gao Jianu was dispatched to rebuke them. On jiazi day Northern Chancellor Xiao Hui was appointed Northern Court Privy Commissioner; Prince of Bin Suige was made tiyin; tiyin Dirugu was enfeoffed Prince of Qishui and Northwestern Route pacification commissioner; and Privy Vice Commissioner Xiao Ala was appointed concurrent Northern Court palace affairs commissioner. Flying Dragon stable horses were brought out and distributed among the ministers. On dingchou day of the eleventh month Prince of Chu Xiao Xiaozhong was posthumously enfeoffed as King of Chu. On dinghai day, because the Upper Capital had a poor harvest, the people's land taxes were restored. On guisi day the court paid respects to the Empress Dowager. On wushen day of the twelfth month the Political Affairs Department was renamed the Zhongshu Department.

In the thirteenth year, on the jiazi new moon of the first spring month, the court paid respects to the Empress Dowager. On wuchen day the court went to Huntong River. On xinwei day the court hunted at Wulu Pavilion Ridge. On gengxu day of the second month the court went to Yu'er Marsh. On bingchen day Associate Councilor Du Fang was appointed Southern Chancellor. On dinghai day of the third month Goryeo sent envoys with tribute. Xuanzheng Hall academician Yang Jie was appointed Associate Councilor. That month a Khitan patrol inspectorate was established. On jiyou day of the fourth summer month Eastern Capital regent Yelü Houshi and Huanglong Prefecture intendant Yelü Oulisi were dispatched to lead troops against the Puluhu Modu tribe. On jiayin day Southern Court great king Yelü Gaoshi memorialized that Tangut and other tribes had rebelled and submitted to Xia State. On bingchen day Southwestern Route pacification inspector Luohan Nu, xiangwen Wulumu, and others memorialized that Western Mountain tribal military commissioner Qulie had led five tribes in rebellion into Western Xia and requested Northern and Southern Court troops to aid in escorting Shiwei Saizhou households. An edict ordered the wealthy to go; the remainder were to stay and farm at Tiande Army. On the renxu new moon of the fifth month Luohan Nu memorialized that dispatched tribal troops had fought Tangut unfavorably; pacification commissioner Xiao Puda and Sijie Army xiangwen Zhang Fonu died in battle. Li Yuanhao came to aid the rebels. On wuchen day an edict ordered troops from all routes mustered to assemble on the southwestern border to attack Yuanhao. On jiawu day of the sixth month Zubu chieftain Wuba sent his son with Yuanhao's dispatched envoy seeking aid, Woyigai, whom he had seized, requesting troops to aid in battle; approval was granted. The court halted at Yong'an Mountain. Because the court was about to attack Xia, Yongchang Palace commissioner Yelü Gao Jianu was dispatched to inform Song. On bingshen day an edict ordered former Southern Court great king Yelü Guyu, Hanlin Chief Linya Yelü Zhucheng, and others to compile court records from the founding to the present. On bingwu day Goryeo sent envoys with tribute. On dingwei day prisoners were reviewed. On xinyou day of the seventh autumn month Xianghe county man Li Yier was executed for leading the people astray by heterodox practices. On gengwu day the rebirth rite was performed. On gengchen day Xia State sent envoys to court. On yiwei day of the eighth month, because the Xia envoy answered without sincerity, he was detained. On dingsi day Xia State again sent envoys; when questioned on affairs they again answered untruthfully and were flogged. On wuchen day of the ninth month, because Song was personally campaigning against Xia State, Yu Jing was dispatched with funeral gifts. On renshen day the great army assembled at Ninety-nine Springs; Imperial Younger Brother Chongyuan and Northern Court Privy Commissioner King of Han Xiao Hui commanded vanguard troops on a western expedition. On gengyin day of the tenth winter month sacrifices were offered to Heaven and Earth. On bingshen day Tangut scouts were captured and ghost arrows were shot. On dingyou day Li Yuanhao submitted a memorial begging forgiveness. On jihai day Yuanhao sent envoys memorializing that he wished to take back the rebels and present them; approval was granted. On xinchou day Yuanhao sent envoys presenting local products; an edict ordered Northern Court Privy Vice Commissioner Xiao Ge to meet them. On renzi day the army encamped at River Bend. Xiao Ge reported that Yuanhao was personally leading three Tangut tribes; an edict ordered Ge to reproach him for accepting rebels and breaking the alliance; Yuanhao acknowledged guilt and was granted wine. He was permitted to reform and was dispatched. The ministers were summoned for deliberation; all held that with the great army already assembled, attack should be pressed. On guichou day troops of several routes were urged in a surprise raid, killing several thousand; imperial son-in-law commandant Xiao Hudu was captured by Xia. On dingsi day Yuanhao sent envoys returning those previously captured; an edict ordered detained Xia envoys also returned to their state. On xinyou day of the eleventh month meritorious officers and soldiers were rewarded in differing amounts. On jiazi day the army withdrew. On dingmao day Yun Prefecture was renamed Western Capital. On xinsi day the court paid respects to the Empress Dowager. On jichou day of the twelfth month the court visited Western Capital. On wuxu day Northern Court Privy Vice Commissioner Yelü Dilie was appointed right yilibi. On jihai day Goryeo sent envoys with tribute. On wushen day Xiao Hudu returned from Xia.

On gengwu day the court went to Yu'er Marsh. On renwu day Jinwu Guard senior general Dirugu was appointed Yishi great king. On jiashen day Xia State sent envoys presenting cranes. Because changshi Wogude had died in battle, his son Xiluo was appointed commander. On gengzi day of the second month the court paid respects to the Empress Dowager. The court halted at Sala Marsh. On jimao day of the third month, because Song's Xia campaign army had returned, envoys were dispatched to congratulate. On xinchou day of the fourth month Goryeo sent envoys with tribute. On guichou day of the intercalary fifth month the court took the summer retreat at Yong'an Mountain. On dingmao day of the sixth month the court visited Qing Mausoleum. On jimao day Zubu great king Tuntugusi led chieftains to court. On gengchen day Xia State sent envoys with tribute. On xinsi day, because Southwestern Route pacification commissioner Xiao Puda had died in battle, he was posthumously granted Associate Chief Councillor of the Central Secretariat. On wushen day of the seventh autumn month the court halted at Zhonghui River. On jiazi day of the tenth winter month distant sacrifice was performed at Mount Muye. On the renwu new moon of the eleventh month Uyghur Asalan sent envoys with tribute. On jiachen day concurrent Northern Court palace affairs commissioner Xiao Ala was appointed Northern Chancellor. On guichou day of the twelfth month Han troops were observed drilling with artillery, crossbows, shooting, and thrusting. On guihai day stagnant lawsuits were cleared.

In the fifteenth year, on yiyou day of the first spring month, the court went to Huntong River. Khitan were forbidden to sell slave girls and boys to Han people. On yimao day of the second month the court went to Changchun River. On bingyin day Puluhu Modu border Helan River households came to submit; an edict ordered them settled. On jiashen day of the third month the court paid respects to the Empress Dowager. On yiyou day, on the occasion of the Responding Sage Festival, death sentences were commuted and those below convict labor were released. On xinmao day the court paid respects to the Empress Dowager. On dingyou day Goryeo sent envoys with tribute. An edict ordered all routes annually to submit lawsuit records for report. On the xinhai new moon of the fourth summer month officials and commoners of the Five Capitals were forbidden to play cuju. On wuwu day Yaolian Tent garrison troops were abolished. On renxu day Northern Jurchen xiangwen Xiao Gaoliu was appointed King of the Xi Six Tribes. On jiazi day the court took the summer retreat at Yong'an Mountain. On jiaxu day one hundred eighty Puluhu Modu Helan River households came to submit. On guichou day of the sixth month Western Capital regent Yelü Maliu was appointed Han mobile palace deployment director, and Associate Councilor Yang Jie was sent out as Wuding Army military commissioner. On wuchen day the Emperor attended the Cool Hall, tested jinshi, and granted rank to sixty-eight including Wang Tang and below. On jiaxu day Northwestern Route pacification commissioner Yelü Dirugu was removed from office for corruption. On yiyou day of the seventh autumn month Prince of Bin Suige died. On wuzi day the court observed the harvest. On yiwei day Northern Court palace affairs commissioner Lü Fen was appointed left yilibi, and former Southern Chancellor Yelü Xisun was made Northeast Route xiangwen. On bingshen day troops on all routes were registered. On dingyou day the court went to Autumn Mountain. On xinchou day attendants were forbidden from trampling commoners' fields. On dingwei day, because Jurchen tribal chief Zhemu had led his multitude to submit, he was promoted to grand preceptor. On guichou day of the eighth month Goryeo King Qin died, and envoys were dispatched to announce it. On jiachen day of the ninth month using snare nets to catch foxes and hares was forbidden. On jiyou day of the tenth winter month the court halted at Zhonghui River. On dinghai day of the eleventh month Southern Court Privy Commissioner Xiao Xiaoyou was appointed Northern Chancellor; Khitan mobile palace deployment director Yelü Renxian was made Southern Court great king; Northern Chancellor Xiao Ge was appointed associate Northern Court Privy Commissioner; yilibi affairs commissioner Yelü Xinxian was made Han mobile palace deployment director; Left yilibi Lü Fen was appointed tiyin; and Han mobile palace deployment director Yelü Dilie was made Left yilibi. On jihai day Bohai tribes had troops and horses registered throughout the realm following Khitan household rules. On yisi day relief was granted to the poor of Nanjing. On renshen day of the twelfth month a partial amnesty was granted for offenses at or below convict labor. That day was Shengzong's birthday while he lived.
