七卿,前史無表也,曷為表? 明太祖十三年罷丞相,政歸六部,部權重也。 洪、宣以後,閣體既尊,而權亦漸重,於是閣部相持,凡廷推考察,各騁意見,以營其私,而黨局分焉。 科道庶僚,乘其間隙,參奏紛拿。 馴至神宗,厭其囂聒,置而不論,而被核多者,其人自去。 逮熹宗朝,則正論澌滅矣。 莊烈矯之,卒不能救。 二百七十年間,七卿之正直而獨立者若而人,偏邪而嫉能者若而人,貪庸而媚宰輔者若而人,備列之,可以觀世變矣,作七卿表。 自洪武十三年始。 成祖遷都,南京止設侍郎,仁宗乃有尚書、都御史而未備。 備官自孝宗始,其權位重者曰參贊機務,憲宗後乃專屬之兵部。 然累世承平,履其任者,惟養清望而已,無關政本,故不具錄。
The Seven Ministers had no table in earlier histories—so why set one down here? In the thirteenth year of his reign, the Hongwu Emperor abolished the chancellorship and vested government in the Six Ministries, whose powers were accordingly great. After the Hongwu and Xuande eras, the Grand Secretariat had grown both more prestigious and more powerful, and it came to vie with the ministries. Whenever the court deliberated appointments and performance reviews, rival camps pressed their opinions to serve private ends, and partisan blocs crystallized. Censors, supervising secretaries, and junior officials seized on the rifts and flooded the court with impeachments. By the Shenzong reign the emperor had wearied of the uproar and simply ignored the memorials; officials who were most often targeted tended to leave office on their own. By the reign of the Tianqi Emperor, forthright debate had all but died out. The Chongzhen Emperor tried to set things right, but in the end could not reverse the decline. Over the dynasty's two hundred and seventy years, some Seven Ministers stood upright and independent, others were warped and jealous of ability, and still others were greedy, mediocre flatterers of the chief ministers. Listing them all allows one to read the shifts of the age; hence this Table of the Seven Ministers. The table begins with the thirteenth year of Hongwu (1380). After the Yongle Emperor moved the capital, Nanjing was left with only vice ministers; under the Hongxi Emperor it gained ministers and censors-in-chief, but the full roster was still not in place. The full Nanjing establishment dates from the Xiaozong reign; the senior post was titled Assistant for Deliberation on State Affairs, and after the Chenghua reign it was reserved to the Ministry of War alone. But through long years of peace their holders merely burnished a reputation for integrity and had no part in the substance of rule, so they are not entered here in full.
