Baozhen foresaw unrest in the east. Ze and Lu were where armies gathered, and repeated campaigns had left taxes crushing and the ranks depleted. He registered households and drafted one man in three, exempting them from corvée and rent, arming them with bows and organizing off-season archery practice. Each year he personally inspected them and rewarded or punished according to merit.
