建隆元年八月朔，太祖常服御崇元殿，設仗衛，文武百官入閣，始置待制、候對官，乃以工部尚書竇儀待制，太常卿邊光範候對。 On the first day of the eighth month of Jianlong 1, Taizu appeared in ordinary dress at Chongyuan Hall with ceremonial guards arrayed, and the civil and military officials entered the court. The offices of attendant-in-waiting and official awaiting audience were first created, with Minister of Works Dou Yi serving as attendant-in-waiting and Chamberlain for Ceremonials Bian Guangfan awaiting audience.
