嘉慶末，參贊大臣斌靜尤淫虐，失眾心。 At the end of the Jiaqing reign, Assistant Military Governor Bin Jing was especially cruel and debauched and lost the people's support.

道光二年，逮治斌靜，代以永芹，亦未能撫馭。 In the second year of Daoguang (1822), Bin Jing was arrested and punished; Yong Qin replaced him but likewise failed to pacify the region.
