蔡靖以燕山降。 Cai Jing surrendered the Yanshan region.

及張敦固伏誅，移置中書、樞密于平州，蔡靖以燕山降，移置燕京，凡漢地選授調發租稅皆承制行之。 After Zhang Dun'gu was executed the Secretariat and Bureau moved to Pingzhou; when Cai Jing surrendered Yanshan they moved to Yanjing. All appointments, deployments, and tax collection in Han territories were carried out by imperial commission.
