論曰：林爽文亂起，常青及福州將軍恆瑞並水陸二提督，躬率師東渡，徘徊坐誤。 The historians remark: When Lin Shuangwen's rebellion erupted, Chang Qing, together with Fuzhou general Hengrui and both the naval and land commanders-in-chief, personally led troops across the strait to Taiwan, yet hung back in indecision and let the critical moment slip away.
