黜柳城太守楊林甫，改郡曰營州，以襄平太守鄧皓為總管，藝自稱幽州總管。 He deposed Liucheng Prefect Yang Linfu, renamed the commandery Yingzhou, appointed Xiangping Prefect Deng Hao as chief commandant, and styled himself Governor of Youzhou.
