Kaiyang, Du Yu says, was ancient Yu. When the Zuo Tradition records the walling of Qiyang in Duke Ai 3, Du Yu identifies it as Kaiyang. It had belonged to Donghai until Jianchu 5, when it was transferred here.
Some authorities identify the peak with old Fulai. The Zuo Tradition records a covenant at Fulai in Duke Yin 8, which Du Yu places between the Pilai mountains and says was called Pilai. In Duke Zhuang 9, Bao Shu received Guan Zhong and released him at Tangfu; Du Yu says, “Northwest of Mengyin county in Dongguan was Yiwu Pavilion; some say Bao Shu released Yiwu from his bonds here, and for this reason it was named.” This was old Tangfu, and Dongguan later became a commandery.
For Zhu, the Zuo Tradition records in Duke Zhuang 29 that they “walled Zhu,” and Du Yu places Zhu county in Chengyang Commandery. In Duke Yin 4 it says, “The men of Ju attacked Qi and took Moulou,” which Du Yu connects with Lou Township northeast of the county.
The Zha River flowed through Fuyang. The Zuo Tradition records Biyang's destruction in Duke Xiang 10, which Du Yu identifies with this county.
