文公三年之中，一書「不雨」者，以其人君無閔人之心也。 across three years of Duke Wen, it is recorded only once as "no rain" — because that ruler had no heart of compassion for the people.

故僖致誠而旱不害物，文無恤閔而變則成災。 Therefore when Xi attained sincerity, drought did not harm the crops; when Wen lacked care and compassion, a change in conditions became true disaster.
