臣謹按《春秋》，魯僖公一年之中，三書「不雨」者，以其人君有恤人之誌也； I respectfully examine the Spring and Autumn Annals: within a single year of Duke Xi of Lu, "no rain" is recorded three times — because that ruler had a mind to care for the people;

故僖致誠而旱不害物，文無恤閔而變則成災。 Therefore when Xi attained sincerity, drought did not harm the crops; when Wen lacked care and compassion, a change in conditions became true disaster.
