鳳山賊勢方熾，高宗知常青、恆瑞不可恃，命福康安督師。 With rebel power surging at Fengshan, the Gaozong Emperor judged that Changqing and Heng Rui were not to be trusted and put Fuk'anggan in overall command.

福康安至，屢為疏陳戰績，帝益怒，斥其徇護，逮恆瑞論罪。 After Fuk'anggan took command, he kept memorializing inflated accounts of victory; the Emperor's anger deepened, he denounced Fuk'anggan for shielding his allies, and had Heng Rui arrested to stand trial.
