漢家承秦之制，並立郡縣，主有專己之威，臣無百年之柄，至於成帝，假借外家，哀、平短祚，國嗣三絕，危自上起，傷不及下。 Han copied Qin's commandery system so the emperor kept iron control while ministers lacked hereditary leverage; down to Cheng the consort clans borrowed authority, Ai and Ping died young, the succession failed thrice, yet the rot started in the palace, not among the people.
