今以陛下神明德厚,資財不下五帝,臨制天下,至今十有六年,民不益富,盜賊不衰,邊境未安,其所以然,意者陛下未之躬親,而待群臣也。 Now, with Your Majesty's divine clarity and deep virtue, and resources no less than those of the Five Thearchs, you have overseen and ruled the realm for sixteen years, yet the people have not become richer, bandits have not declined, and the borders are not yet secure. The reason, I suspect, is that Your Majesty has not personally attended to these matters but has waited on the ministers.
