广陵郡景帝置为江都，武帝更名。 Emperor Jing first organized the area as Jiangdu until Emperor Wu renamed it Guangling Commandery.

下邳国武帝置为临淮郡，永平十五年更为下邳国。 Emperor Wu had first set the region up as Linhuai Commandery, and in 72 CE, Yongping 15, it was elevated to the kingdom of Xiapi.
