又嘗命度地河北，全照言沿河高阜可分置城堡屯戍者，寧邊軍南、武強縣側凡二處，上重於興役，止命營安平南，徙置祁州。
Ordered to survey Hebei, Quanzhao proposed garrison castles on high ground along the river at two sites south of Ningbian Army and beside Wuqiang County; the emperor, wary of the labor, only built south of Anping and moved Qi Prefecture there.

In the fourth year, when the emperor traveled west, he was left overall inspector of Xincheng; he died soon after at sixty.
