先是,帖裏帖木兒與江南行臺侍御史左答納失裏奉旨招諭方國珍,報國珍已降,乞立巡防千戶所,朝廷授以五品流官,令納其船,散遣徒眾,國珍不從,擁船一千三百餘艘,仍據海道,阻絕糧運,以故歸罪二人。
Earlier, Tie'er Temür and Zuo Danashiri, attendant censor of the Jiangnan branch censorate, had been ordered to summon Fang Guozhen; they reported that Fang Guozhen had submitted and requested establishment of a coastal patrol commandery of thousands. The court granted fifth-rank regular offices and ordered him to surrender his ships and disperse his followers, but Fang Guozhen did not comply, kept more than thirteen hundred vessels, still held the sea routes, and blocked grain transport — hence blame fell on the two men.
