On the jiyou day, Shaoxing Circuit was struck by an earthquake. That month, an order was issued to weave Kublai's imperial portrait. An edict ordered Prince of Weishun Wanchi Puhua to return and take up his post guarding Huguang. Earlier, because bandits held Huguang, his princely seal had been seized; now Wanchi Puhua had repeatedly achieved merit in suppressing bandits, and an edict therefore returned his seal and restored him to his former post. Weidi, right vice director of Gansu, was ordered to hunt down Tibetan bandits. Dashibadu'er recovered Heyin and Gong County. Yao bandits from Leiyang raided Hengzhou, and Commander Xu Tuoyin was killed. That year, an edict proclaimed: "Private rents among the people are too heavy; taking ten parts as the standard, universally reduce them by two parts, permanently as a fixed rule." One hundred thousand ingots of paper currency were granted to reward the officials, soldiers, and civilians who defended cities in Jiangxi. The capital suffered severe famine, compounded by pestilence; among the people there were cases of fathers and sons eating one another. The emperor had a dragon boat built in the inner park and entrusted Inner Service Vice Commissioner Tasibuhua to supervise the work. The emperor himself designed its form: one hundred twenty feet long and twenty feet wide from bow to stern; in front, a tiled awning shed, connecting corridor, and two warmed chambers; behind, a Wu Hall tower; the dragon body and hall structures were decorated in five colors with gold, with two claws in front. Above, twenty-four boatmen wore purple jackets, gold lychee belts, and four-tailed caps; one on each side below the boat held a pole. From the rear palace to the lake below the front palace mountain they went back and forth in play; when the boat moved, the dragon's head, eyes, mouth, claws, and tail all moved. He also designed a palace clepsydra himself, about six or seven feet high and half as wide; a wooden cabinet was made, concealing various vessels within, with water driven up and down. On the cabinet was set a Hall of the Three Saints of the West; at the cabinet's waist stood jade maidens holding time rods, and when the hour came they floated up on the water. On left and right stood two golden-armored spirits, one with a bell suspended and one with a gong; at night the spirit figures could strike the watches by themselves without the slightest error. When the bell and gong sounded, the lions and phoenixes at the sides all soared and danced. East and west of the cabinet were Sun and Moon palaces; six flying immortals stood before the palaces, and at zi and wu hours the flying immortals would advance in pairs of their own accord, cross the immortal bridge, reach the Hall of the Three Saints, then withdraw and stand as before. Its ingenuity was surpassing; people said the like was rarely seen in former ages. At this time the emperor was slack in government affairs and dissolute in feasting and play; sixteen palace women — Sansheng Nu, Miaole Nu, Wenshu Nu, and others — performed arranged dances called the Sixteen Heavenly Demons. Their heads bore several braids of hair; they wore ivory Buddha crowns and were adorned with jeweled chains, great red silk gold long and short skirts, gold mixed jackets, cloud collars, heaven robes with joined sleeves, sashes, shoes, and socks. Each held a kapala-bowl instrument, and one among them held a bell-staff and played music. Also eleven palace women, with practice-hammer chignons, headbands, and ordinary dress, sometimes wearing Tang caps and narrow jackets, played music on dragon flutes, lead pipes, small drums, zithers, ruan, pipa, sheng, huqin, clappers, and castanets. The eunuch Chang'an Diebuhua was put in charge; when the palace held Buddhist rites, they performed the dance and played music. Only palace officials who had received secret initiation could enter; the rest were not permitted.
