四年二月，詔：「統軍司及管軍萬戶、千戶等，可遵太祖之制，令各官以子弟入朝充禿魯花。」 In the second month of the fourth year, an edict declared: "The Army Command and all commanders of ten thousand and a thousand households shall follow the Grand Ancestor's institution and send their sons and younger brothers to court as tulughachi hostages."
