詔從上京請，以韓斌所括贍國、撻魯河、奉、豪等州戶二萬五千四百有奇，置長霸、興仁、保和等十縣。 An edict granted the Upper Capital's request to register more than 25,400 households from Shanyu, Talu River, Feng, Hao, and other prefectures surveyed by Han Bin, establishing ten counties including Changba, Xingren, and Baohe.
