會提督韓良輔條奏墾荒，下紱議，紱請以桂林、柳州、梧州、南寧四府收貯捐穀動支為開墾費。 Meanwhile Regional Commander Han Liangfu memorialized on reclaiming wasteland, and the matter was referred to Fu. Fu proposed drawing on stored contribution grain from the prefectures of Guilin, Liuzhou, Wuzhou, and Nanning to fund the reclamation.
