又昔英儒斯賓塞爾亦甚言憲法流弊，謂美國憲法本人民平等，行之久而治權握於政黨，平民不勝其苦。 Moreover, the English scholar Herbert Spencer also spoke at length of the abuses of constitutional government, saying that although the American constitution was founded on popular equality, in the long run governing power fell into the hands of political parties and the common people could not bear the suffering.
