沿路拔出難民數千，難民德之，狀總督楊昌濬，昌濬以福祿孚眾望，乃檄與蘭州道黃雲由北路援河州。 Along the way he rescued several thousand refugees, who were grateful and petitioned Governor Yang Changjun. Yang, seeing that Fulu enjoyed the people's trust, ordered him and Lanzhou Circuit Intendant Huang Yun to relieve Hezhou by the northern route.
