惟日本憲法，則纂自日臣伊藤博文，雖西國之名詞，仍東洋之性質。 Only Japan's constitution was drafted by the Japanese minister Ito Hirobumi; though it employs Western terminology, it retains an East Asian character.

伊藤博文論君臣相與，先道德而後科條。 Ito Hirobumi observed that in the relation between sovereign and minister, morality comes first and statutes afterward.
