Zhuo Commandery was famed for its wealth—the arms stockpiled for the Liaodong campaign lay there, and the granaries brimmed with grain. The nearby Shuogong Palace held treasures beyond count, and tens of thousands of troops were encamped in the region, yet they were harried by bandits. The garrison commanders Zhao Shizhu, Helan Yi, Jin Wenyan, and others could not cope.
