其青州刺史鞠仲曰：「陛下中興之聖後，少康、光武之儔也。」 His Qingzhou governor Ju Zhong said, 'Your Majesty is a sagely restorer of the middle revival, the peer of Shaokang and Guangwu.'

以慕容鐘都督中外諸軍、錄尚書事，慕容法為征南、都督徐、兗、揚、南兗四州諸軍事，慕容鎮加開府儀同三司、尚書令，封孚為太尉，鞠仲為司空，潘聰為左光祿大夫，封嵩為尚書左僕射，自余封拜各有差。 He stacked the government with Murong Zhong, Murong Fa, Murong Zhen, Feng Fu, Ju Zhong, Pan Cong, Feng Song, and others in high posts.
