老子曰：「至治之極，鄰國相望，雞狗之聲相聞，民各甘其食，美其服，安其俗，樂其業，至老死，不相往來。」 Laozi said: 'In the most perfectly governed age, neighboring states are within sight of one another, the crowing of roosters and the barking of dogs can be heard across the border, the people savor their own food, take pride in their own clothing, rest content in their own customs, and delight in their own occupations — and they grow old and die without ever setting foot in one another's lands.'
