至是黃浦、吳淞工已竣,則徐力任未竟者,劉河工最要,撥帑十六萬五千有奇,白茆次要,官紳集捐十一萬兩,同時開濬,以工代賑。 By then work on the Huangpu and Wusong channels was complete, and Lin took charge of what remained.
