戶部郎中劉九皋言：「古狹鄉之民，聽遷之寬鄉，欲地無遺利，人無失業也。」 Liu Jiugao, a director in the Ministry of Revenue, said: "In antiquity people from overcrowded districts were allowed to move to underpopulated ones, so that no land went unused and no one lacked a livelihood."
